The text of Legislative Decree No. 96 of June 30, 2025 (the so-called “Sport Decree”), containing “Urgent provisions for the organization and holding of major sporting events as well as further urgent provisions relating to sport”, has been republished in the Official Journal with the following article added by the conversion Law No. 119 of August 8, 2025 (published in the Official Journal – General Series – No. 184 of August 9, 2025) and dedicated to strengthening measures to combat the phenomenon of match fixing:

Art. 6 – Urgent measures regarding sports justice bodies and the fight against fraudulent manipulation of sporting events. 1. In Article 2 of Law No. 401 of 13 December 1989, the following are added after paragraph 3:
“3-bis. When they detect anomalous betting flows, the competent administrative authorities report them to the General Prosecutor’s Office for Sport at CONI, the body responsible for coordinating and supervising the investigative and prosecution activities carried out by federal prosecutors.
3-ter. The Prosecutor General’s Office for Sport may request specific information from the competent authorities on competitions affected by anomalous betting flows conducted through gaming accounts held, directly or indirectly, by registered or affiliated individuals. Except as provided in paragraph 3, upon receipt of the request, the authorities shall provide the Prosecutor General’s Office with the personal details of the owners of the gaming accounts used for the manipulations and the related unique codes, indicating the reasons for the connection to the registered or affiliated individuals. Upon receiving the requested information, the Prosecutor General’s Office shall forward it to the competent federal prosecutor’s office for further action.
3-quater. The Customs and Monopolies Agency shall implement the provisions of paragraph 3-ter, subject to the transmission by the General Prosecutor’s Office for Sport of the list of registered or affiliated entities with their respective tax codes.
3-quinquies. In order to enable the detection of anomalous betting flows referred to in paragraph 3-bis, the competent administrative authorities may use artificial intelligence systems, in compliance with national and European Union legislation on Artificial Intelligence.
