The Customs and Monopolies Agency, with a Management Decision dated July 24, extended the tender procedure for the awarding of new online concessions for remote public gaming, postponing the deadline to November 12, 2025, from the original date of September 17. The tender, as is known, launched with Decision No. 777860 of December 17, 2024, concerns concessions for the operation of remote gaming pursuant to Article 6 of Legislative Decree No. 41/2024, excluding any form of collection in physical locations. The procedure, published in the Official Journal of the European Union on December 18, 2024, provides for the awarding of 52 concessions, out of 46 accepted applications, according to the Judging Committee’s announcement today. The Determination recalls that, although Article 17 of the new Public Procurement Code provides for the conclusion of open procedures within a maximum of nine months from the publication of the call for tenders, in this case the initial deadline for submitting applications was set for March 31, 2025, with a deadline of May 30. Therefore, the first three months following publication were de facto neutral for the purposes of determining the effective start of the deadline. The Resolution lists several reasons for the extension: the complexity of the checks required for the award, the large number of documents to be acquired, the minimal response times from some parties involved, and the extraordinary maintenance of the “acquistinretepa” electronic trading platform, announced by Consip Spa and scheduled for August 13-18, which will prevent the system from being used. The extension, as specified in the document, does not entail any damage to the treasury or to the participating operators, all of whom already hold concessions and are therefore active on the market. This measure, therefore, is dictated by technical and organizational needs that fall within the flexibility margins provided for in Annex I.3 of the Procurement Code, which allows ADM to extend the deadlines for up to three months in exceptional circumstances. The tender procedure, in accordance with ADM’s technical rules, requires that the contract be awarded only after verification of the required requirements. Operators must also submit all necessary documentation within 35 days of the award in order to sign the agreement.
