Lawyer Stefano Sbordoni, during the talk “New Rules for a New Market” held at Enada 2025 in Rimini, reiterated that he is “a big supporter of transforming ADM into an authority.” For the well-known Roman lawyer, in fact, this would be “a great change for the whole system” even if “difficult, since it would mean that the state realizes the existence of a huge sector and intervenes to regulate it as best it can”. It follows, according to Mr. Sbordoni, that “the total channelity would be a simple consequence.” In the case of the concessionary regime, of which he continues to declare himself a “supporter for so many reasons,” there would, however, be “fundamental contradictions: because it allows a third party (private) to carry out its functions with all the difficulties that come with it.” “Perhaps the concessionary model,” Sbordoni concludes, “is getting a little tight with the market, and this is evidenced by the collection. For me this figure is not compressible and therefore new ways of management must be found.”
