Last April 14–15, the third edition of the Italian Gaming Expo & Conference was held in Rome. The event has now become Italy’s leading hub for discussion and strategic vision within the gaming ecosystem — not merely a showcase, but a dynamic platform where institutions, industry players, and stakeholders meet to shape the future of the sector in a responsible, sustainable, and innovative way. Attorney Stefano Sbordoni, once again a guest at the event this year as one of Italy’s foremost experts in the public gaming sector, took part in the panel entitled “Affiliates Connect: Beyond Affiliations – Compliance, Trust and Sustainability: The Future of Gaming Communication in Italy,” moderated by Mario Chamorro, partner at MDF Partners. During the discussion, he reiterated the shortcomings of the “Decreto Dignità”. “There is a risk of noble intentions becoming potentially unmanageable,” Sbordoni stated. “It would have been sufficient to define matters clearly and precisely, which the legislator failed to do with the Dignity Decree.”. “The institutional framework,” the well-known lawyer continued, “is governed by principles and by a hierarchy of rules that cannot be managed on a voluntary or informal basis: an authority that intervenes in market matters remains bound by that hierarchical chain.”. “The declared priority of the Dignity Decree is health protection, but where are the safeguards for legality and taxation? Two parallel decrees should have been introduced,” Stefano Sbordoni specified. “Responsible gaming is now perceived as a tool for communicating the legality of compliant operators, as opposed to illegal ones. But why rely on a decree based exclusively on health concerns, without protecting legality and taxation?
