Following the meeting held on December 18th 2025, the Italian Customs and Monopolies Agency (ADM) sent a Circular to the 46 newly appointed remote gaming concessionaires, providing clarifications on Article 6 of Legislative Decree No. 41/2024 (Provisions on the reorganisation of the gaming sector), with particular reference to the use of subdomains for access to the website.
The discussion focused on the interpretation of the provision requiring concessionaires to operate a single website, using a national top-level domain “.it”, which must be directly managed and owned by the concessionaire, thereby excluding the possibility of making the website or individual elements of the gaming offer available to third parties.
ADM reiterated that the rationale of the provision is to combat the phenomenon of so-called “skins” and the proliferation of secondary websites linked to concessionaires, which in the past were often entrusted to third parties.
Accordingly, the absolute prohibition remains in force on the opening and operation of websites for the collection of games other than the single authorised website.
However, concessionaires are permitted to register subdomains in the DNS servers that allow access to the concessionaire’s single website, provided that:
the names of the subdomains used for gaming activities are expressly indicated; and
there is no more than one subdomain for each of the following gaming categories: fixed-odds betting, sports prediction games, betting exchange, virtual betting, horse-race betting, online casino and poker, and remote bingo.
Subdomains used for player login purposes or those serving purely informational functions are also permitted, provided that no gaming activity is conducted through them, including via simple links to the gaming website.
