The State Budget Law for 2025 (Law no. 207/2024) contains, among the others, some new provisions regarding the gaming and betting sector including:
a) the extension until December 31, 2026, for a fee, of the following concessions originally due to expire on December 31, 2024: 1. concessions for the game of Bingo; 2. concessions for the collection of bets on sporting events, including horse racing, and non-sporting events, including simulated events; 3. concessions for the construction and operation of telematic gaming management networks using amusement and entertainment machines (A.W.P. VLT) pursuant to Article 110, paragraph 6 of the T.U.L.P.S. (Consolidated Law on Public Safety pursuant to Royal Decree No. 773/1931) (see above);
b) the exemption from the ban on transferring bingo hall premises during the concession extension period referred to in Article 1, paragraph 636, letter c), Law No. 147/2013 for concessionaires who are unable to maintain the availability of the premises due to force majeure, proven economic hardship, or circumstances not attributable to the concessionaire;
c) an annual fee of €94 million authorized for the Fund for Pathological Gambling Addiction (GAP) and started in 2025, with the aim of ensuring prevention, treatment, and rehabilitation services for people suffering from pathological addictions, as defined by the World Health Organization.
